A property’s fair market value is not automatically the amount used to calculate its annual real property tax. Why Fair Market Value Is Not the Tax Base

Fair market value represents the estimated value of the land, building or machinery. The LGU applies an assessment level to that value to determine the assessed value.

For example, land worth ₱2,000,000 with a 20% assessment level has an assessed value of ₱400,000—not ₱2,000,000.

Assessed value = Fair market value × Assessment level

Annual property tax rates are applied to the assessed value. Entering the full market value as the assessed value would significantly overstate the result.

First, calculate the assessed land value:

₱2,000,000 × 20% = ₱400,000

The building and machinery values are zero, so they add nothing to the total assessed value:

Total assessed value = ₱400,000 + ₱0 + ₱0 = ₱400,000

The basic Real Property Tax is:

₱400,000 × 1% = ₱4,000

The Special Education Fund levy is:

₱400,000 × 1% = ₱4,000

The idle-land levy, discount and previous payments are all zero:

₱4,000 + ₱4,000 + ₱0 − ₱0 − ₱0 = ₱8,000

For these entries, the estimated annual amount due is ₱8,000.

The zero-value fields are intentional. They show a calculation involving land only, with no taxable building, machinery, idle-land levy, discount or previous payment.

How to Enter Your Property Details

Select the LGU preset that best matches the property’s location. The provincial preset uses a 1% basic RPT rate, but you should compare every preset value with your current tax declaration or LGU tax bill.

Enter the land fair market value and its assessment level. If the property has a separately assessed building, improvement or taxable machinery, enter its FMV and corresponding assessment level in the relevant fields.

Leave an optional amount at zero only when it genuinely does not apply. A building should not be entered as ₱0 merely because its current assessed value is unknown.

Formula Used by the Calculator

Each property component is assessed separately:

Land assessed value = Land FMV × Land assessment level

Building assessed value = Building FMV × Building assessment level

Machinery assessed value = Machinery FMV × Machinery assessment level

The calculator then adds them:

Total assessed value = Assessed land + Assessed building + Assessed machinery

The main charges are calculated as follows:

Basic RPT = Total assessed value × Basic RPT rate

SEF levy = Total assessed value × SEF rate

Idle-land levy = Assessed land value × Idle-land levy rate

The prompt-payment discount and previous payments are then deducted where applicable. The tool cannot confirm whether a property qualifies for an idle-land levy, exemption or discount.

Philippine Property Tax Rules

Under the Philippine Local Government Code, a province may impose basic Real Property Tax of up to 1% of assessed value. A city or municipality within Metro Manila may impose up to 2%.

An additional 1% levy for the Special Education Fund may also apply. Eligible idle land may face a separate levy of up to 5%, but it should not be entered unless the property and LGU rules support it.

Assessment levels depend on property classification and local ordinances. Residential, agricultural, commercial, industrial and other property types may not use the same percentage. The relevant provisions can be reviewed in the official Local Government Code.

Common Entry Mistakes

Do not use the purchase price automatically when the LGU tax declaration shows a different fair market value. The calculator needs the applicable values and assessment levels used for local taxation.

Another mistake is entering 20 instead of 1 in the basic RPT rate field. The 20% land assessment level and the 1% provincial basic RPT rate serve different purposes.

Avoid applying the idle-land rate to the entire assessed value. In this calculator, it applies only to assessed land value.

Previous payments should be entered only once. If the displayed tax figures already reflect those payments, deducting them again may understate the remaining estimate.
